Ibn batuta described Bengal as “a hell full of bounties” and “wealthiest” land of the world”. But now a day, along this progress anxiety has proportionately increased. In order to correct the deficiencies of intrusion detection technology, the entire computer and network security system are needed to be more perfect. This work proposes an improved k-means algorithm and an improved Apriori algorithm applied in data mining technology to detect network intrusion and security maintenance. The classical KDDCUP99 dataset has been utilized in this work for performing the experimentation with the improved algorithms. The algorithm’s detection rate and false alarm rate are compared with the experimental data before the (...) improvement. The outcomes of proposed algorithms are analyzed in terms of various simulation parameters like average time, false alarm rate, absolute error as well as accuracy value. The results show that the improved algorithm advances the detection efficiency and accuracy using the designed detection model. The improved and tested detection model is then applied to a new intrusion detection system. After intrusion detection experiments, the experimental results show that the proposed system improves detection accuracy and reduces the false alarm rate. A significant improvement of 90.57% can be seen in detecting new attack type intrusion detection using the proposed algorithm. (shrink)

Part III looks at symbolic expression through the scribble, offering a system of classification, diagnostic possibilities and case studies of work with eating disorders. Part IV focuses on art expression for art therapy diagnostics, including a method for qualitative diagnostics, and a first full diagnostic battery for adolescents. Part V is devoted to Holocaust children's art expressions, highlighting the power of art expression in children under ultimate stress, the intensity of their inner experience, and its visualization in the structure of the pictures. On May 26, 2017, Harvard economist Ricardo Hausmann published an Op Ed titled “Hunger Bonds”, urging investors to avoid Venezuelan sovereign bonds on the grounds that the country was prioritizing payments on the bonds over remedying a humanitarian crisis. Contemporaneously, news emerged regarding a suspicious looking bond issue by Venezuela’s oil company that was purchased largely by Goldman Sachs. That bond got tagged with the label “Hunger Bond”, and suffered a price hit. Using both quantitative data and interviews with investors, (...) we examine the causes of the Hunger Bond penalty, its impact on the prices of other outstanding Venezuelan bonds, and how long it was sustained. The primary determinants of the Hunger Bond penalty appear to have been a combination of negative press attention and crowd-sourced disapproval. For instance, we show that a large number of Google searches for “Hunger Bonds” are associated with a 200 basis point increase in the spread of the bond purchased by Goldman Sachs. (shrink)

The complexity and execution time are the major factors viewed in existing data mining techniques. With the rapid development of database technology, many data storage increases, and data mining technology has become more and more important and expanded to various fields in recent years. Association rule mining is the most active research technique of data mining. Data mining (...) technology is used for potentially useful information extraction and knowledge from big data sets. The results demonstrate that the precision ratio of the presented technique is high comparable to other existing techniques with the same recall rate, i.e., the R-tree algorithm. The proposed technique by the mining effectively controls the noise data, and the precision rate is also kept very high, which indicates the highest accuracy of the technique. This article makes a systematic and detailed analysis of data mining technology by using the Apriori algorithm. (shrink)

The continuous development of information communication technology facilitates the conventional grid in transforming into an automated modern system. Internet-of-Things solutions are used along with the evolving services of end-users to the electricity service provider for smart grid applications. In terms of various devices and machine integration, adequate authentication is the key to an accurate source and destination in advanced metering infrastructure (AMI). Various protocols are deployed to lead the identification between two parties, which require high computation time and communicational bit (...) operations for system development. Therefore, Kerberos-based authentication protocols were designed in this study with the assistance of elliptic curve cryptography to manage the mutual authentication between two parties and reduce the time and bit operations. The protocols were evaluated in a widely adopted tool, AVISPA, which builds an understanding of the proposed protocol and ensures mutual authentication without unauthorized knowledge. In addition, upon comparing security and performance assessments to the current schemes, it was found that the protocol in this study required less time and bits to transmit information. Consequently, it effectively provides multiple security features making it suitable for resource constraint smart meters in AMI. (shrink)

Despite some clear positives, the draft text of the Sustainable Development Goals does not fulfill its self-proclaimed purpose of inspiring and guiding a concerted international effort to eradicate severe poverty everywhere in all of its forms. We offer some critical comments on the proposed agreement and suggest 10 ways to embolden the goals and amplify their appeal and moral power. While it may well be true that the world's poor are better off today than their predecessors were decades or centuries (...) ago, to judge whether this is moral progress, we must bring into view what was possible then and what is possible now. We may well find that there have never been so many people avoidably subjected to life-threatening deprivations as there are today, and if this is the case, we should insist that our governments end this oppression immediately through appropriate institutional reforms to be prominently outlined in their post-2015 agenda. "Odious debts" have been the subject of debate in academic, activist, and policymaking circles in recent years. The term refers to the debts of a nation that a despotic leader incurs against the interests of the populace. When the despot is overthrown, the new government — understandably — does not wish to repay creditors who helped prop up the despot. One argument has focused on whether customary international law supports a "doctrine" of odious debts that justifies the nonpayment of sovereign (...) debts when three conditions are met: the debts were incurred by a despotic ruler ; the funds were used in ways that did not benefit the populace; and the creditors were aware of the likely illegality of the loans. Advocates of this doctrine, which was synthesized by Alexander Sack in 1927, typically cite two examples of U.S. state practice for support: the negotiations between the United States and Spain following the Spanish-American War, in which the United States repudiated Cuba’s colonial debt, and the Tinoco arbitration, which repudiated certain debts of the deposed Costa Rican dictator, Frederico Tinoco. Those historical precedents do not support the first condition of Sack’s doctrine of odious debts, but do support the second two requirements. In addition to these two instances, United States history is rich with examples of debt repudiation by states. Those examples suggest a doctrine of odious debts that is broader and more flexible than the one written by Sack. Indeed, it may be appropriate to speak of the doctrines of odious debts. (shrink)

Though they improve upon the millennium development goals (MDGs), the new sustainable development goals (SDGs) have important draw-backs. First, in assessing present deprivations, they draw our attention to historical comparisons. Yet, that things were even worse before is morally irrelevant; what matters is how much better things could be now. Second, like the MDGs, the SDGs fail to specify any division of labor to ensure success. Therefore, should progress stall, we won’t know who is responsible to get us back on (...) track. We won’t “end poverty in all its forms everywhere” without an agreement on who is to do what. Third, although the SDGs contain a goal calling for inequality reduction, this goal is specified so that the reduction need not start till 2029. Such delay would cause enormous death and suffering among the poor and enable the rich to shape national and supranational design in their own favor. (shrink)

Research using Controlled Human Infection Models is yet to be attempted in India. This study was conducted to understand the perceptions of the lay public and key opinion makers prior to the possible introduction of such studies in the country. 110 respondents from urban and rural Bangalore district were interviewed using qualitative research methods of Focus Group Discussions and In-depth Interviews. The data was analyzed using grounded theory. Safety was a key concern of the lay public, expressed in terms of (...) fear of death. The notion of infecting a healthy volunteer, the possibility of continued effects beyond the study duration and the likelihood of vulnerable populations volunteering solely for monetary benefit, were ethical concerns. Public good outcomes such as effective treatments, targeted vaccines and prevention of diseases was necessary justification for such studies. However, the comprehension of this benefit was not clear among non-medical, non-technical respondents and suggestions to seek alternatives to CHIMs repeatedly arose. There was a great deal of deflection—with each constituency feeling that people other than themselves may be ideally suited as participants. Risk takers, those without dependents, the more health and research literate, financially sound and those with an altruistic bent of mind emerged as possible CHIM volunteers. While widespread awareness and advocacy about CHIM is essential, listening to plural voices is the first step in public engagement in ethically contentious areas. Continued engagement and inclusive deliberative processes are required to redeem the mistrust of the public in research and rebuild faith in regulatory systems. (shrink)

In this article, the authors highlight connections between research on Two Spirit Native Americans and standard social studies curriculum. Two Spirit is a Pan-Indian term describing Native Americans who believe they embody both masculine and feminine characteristics/traits in one physical body. Findingsfrom this research expand the field's conception of multiple perspectives and diversity, while creating opportunities for nuanced understandings of genderexpression and gender that go beyond the male/female dichotomy currently accepted as the norm. The authors utilize historical research and a (...) semi-structured,in-depth interview with a current Ojibwe leader to better understand and theorize Native Americans' acceptance of diverse ways of being. The authors conclude that modern-day social studies teachers and students have much to learn from this traditional Native worldview. Specifically, the authors believe that encouraging students to adopt more inclusive perspectives on gender expression and to recognize the plausibility of multiple genders may lead to more advanced, social learning. Combined with reinforcement from responsible adults at school, this recognition would lessen a variety of present-day social ills, including the incidence of teen suicide caused by homophobia. For the Byzantine Empire, at the end of the first quarter of the 11thcentury, a new period starts, which in the historiography opinion is generalized as the period of the rule of bureaucratic aristocracy of the capital city. This covers the period 1025-1081, which was characterized by disintegration in the state system and failures in the field of internal and foreign politics. The political crisis at its beginning did not appear clearly, because bureaucratic aristocracy came to power following the thriving (...) period that Byzantine Empire had experienced until then, known as the golden age of the empire. After a calm developmental beginning, the period commenced to be characterized by some developments of decentralizing character. Heirs of the then Byzantine Emperor, Basil II. could not resist enough the separatist movements of feudal and military leaders. Despite these trends towards weakening and separatism, Empire reached that thanks to Komnena dynasty to successfully withstand the challenges that were created by Seljuk Turks and Norman Crusaders. It partially reclaimed its former reputation to continue with the political existence for some more centuries. In these developments, the Byzantine Emperors were supported or often were objected by the non-Byzantine feudal elements that in various cases came from Albania, Bulgaria, Rasha and Zeta. (shrink)

The food security of more than half of the world’s population depends on rice production which is one of the key objectives of precision agriculture. The traditional rice almanac used astronomical and climate factors to estimate yield response. However, this research integrated meteorological, agro-chemical, and soil physiographic factors for yield response prediction. Besides, the impact of those factors on the production of three major rice ecotypes has also been studied in this research. Moreover, this study found a different set of (...) those factors with respect to the yield response of different rice ecotypes. Machine learning algorithms named Extreme Gradient Boosting and Support Vector Regression have been used for predicting the yield response. The SVR shows better results than XGBoost for predicting the yield of the Aus rice ecotype, whereas XGBoost performs better for forecasting the yield of the Aman and Boro rice ecotypes. The result shows that the root mean squared error of three different ecotypes are in between 9.38% and 24.37% and that of R-squared values are between 89.74% and 99.13% on two different machine learning algorithms. Moreover, the explainability of the models is also shown in this study with the help of the explainable artificial intelligence model called Local Interpretable Model-Agnostic Explanations. (shrink)

What is the proportionate punishment for conduct that is neither harmful nor wrongful? A likely response to that is that one ought not to be punished at all for such conduct. It is, however, common for the state to punish harmless conduct the wrongfulness of which is not always apparent. Take, for example, the requirement that those who give investment advice for compensation do so only after registering as an investment advisor. Advising a person on how to invest his or (...) her funds and accepting a fee for the advice without registering with the government does not seem harmful or wrongful, so long as no fraud is involved, the relevant parties understand the relevant risks, and so on. But practicing investment advising without registering is a crime for which one may be convicted and punished. When one thinks of crimes, paradigmatic offenses are crimes like murder, rape, and robbery, but offenses like failure to register as an investment advisor are different. But in what way? One standard explanation is the distinction between two types of offenses, malum in se and malum prohibitum. Some offenses, like murder, are wrongs “in themselves” whereas other offenses, like investment advising without registering as an advisor, are wrongs because they have been prohibited. The question this Essay asks is how we should think about proportionality of punishment when punishing such mala prohibita offenses. This Essay presents a framework for such proportionality determinations and raises some challenges such a framework would need to confront. (shrink)

The wrongfulness constraint, as a principle of criminalization, is supposed to preclude criminalization in the absence of wrongfulness. Crimes that look especially problematic from the perspective of the wrongfulness constraint are mala prohibita offenses. The aim of this Essay is to consider the question whether the wrongfulness constraint can serve as an effective tool to curb overcriminalization by looking at the case of mala prohibita offenses. This Essay defends the following propositions. First, because of the availability of an (...) array of tools to defend various mala prohibita offenses as satisfying the wrongfulness constraint, it is often not a straightforward matter to demonstrate that committing a malum prohibitum offense is not wrongful. Second, as a result, the wrongfulness constraint is of limited use as a way of stemming the tide of overcriminalization. The Essay concludes by suggesting, more broadly, that the problem of overcriminalization is not that too many crimes violate the wrongfulness constraint but that criminal laws, even those that satisfy the wrongfulness constraint, can easily become a source of oppression, and that asking whether crimes violate the wrongfulness constraint may be counterproductive because the question misdirects our attention.
